Phil Colgan first joined Building Markets in March 2011 as Country Director for Afghanistan, where his team helped to facilitate more than $1.1 billion worth of contracts awarded to local businesses by the ISAF Coalition under the Afghan First Policy component of the COIN Strategy. He returned to Building Markets in November 2016 as the Country Director for Liberia.
Phil has led the implementation of several programs and projects on behalf of USAID in Central Europe, the Caucasus, Middle East, Central and Southeast Asia. He previously worked for the Department of State, Bureau of Middle Eastern Affairs, as well as the UN in Crimea and Ukraine, where he was also appointed by the Kiev International Christian University as adjunct professor of Macroeconomics of Development and Politics in Transitional Economies. Before his involvement in International Development, Phil was engaged in international petroleum exploration and production operations, in addition to the marine industry, following his military service.
Phil is a Fellow of the Chartered Institute of Management; he was awarded his Masters in International Business & Economics of Development by the University of Reading in Berkshire, UK. Following his graduation from the Royal Military Academy, Sandhurst in 1971 he was commissioned into the Royal Regiment of Artillery.
Phil married his wife, Yulia, in Baku Azerbaijan in 2002. They now enjoy their 7-year-old daughter Emilia who is native in Russian in addition to English language.
