Finn Church Aid: Building Schools and Capacity Together / Construire du même Coup des Ecoles et des Compétences

Building a solar-powered school strong enough to resist earthquakes and hurricanes would be a daunting project anywhere and by any standard. But Finn Church Aid was determined not only to build such a school in Haiti right where the earthquake struck two years ago, but also to use a local contractor for construction.

“Investing in local industry is extremely important to us,” explained Sari Kaipainen, Reconstruction Manager for Finn Church Aid. “It has to be Haitians who are reconstructing their country–it’s the only way it works.”

To find a qualified contractor, Finn Church Aid published its tender for construction of the school on the Peace Dividend Marketplace-Haiti  website. PDM-H offers tender distribution services free of charge. Finn Church Aid then chose the Haitian firm YCF Group SA—a company registered on the PDM-Haiti business directory—to build the school, which is called St. Mathieu (see photo) and is located in Leogane, the epicenter of Haiti’s earthquake zone.

“YCF was selected through a competitive bid for its ability to read and understand complex project documents and to communicate effectively with the lead architect and Finn Church Aid personnel,” Kaipainen said.

Finn Church Aid realized that YCF would have to grow into some of the more complex and cutting-edge elements of the construction process, but it wanted the project to serve as a mechanism to transfer new skills.

“This was an ambitious project and many of the techniques were new and not practiced in Haiti,” Kaipainen explained. “But we made the decision that instead of importing workers, we would work with YCF to teach them these new skills. We wanted to finish the project not only with a new school, but a new cadre of workers equipped with a new set of architectural and construction capabilities.”

YCF finished building St. Mathieu, as well as St. Joseph school in Embouchure, another Finn Church Aid project, in September 2011. The company has also been contracted to build  two other schools financed by Finn Church Aid:  L´Ecole les Abeilles Aspam in Leogane  and St. Joseph d´Arimathee in Jasmin, Gressier. The schools collectively will serve a total of 1,285 students.

Would Finn Church Aid use a Haitian company again? Kaipainen answers without hesitation: “Absolutely! That’s the entire reason we’re here—to promote local industry and aid them when needed. We’re thrilled to be able to have Peace Dividend Trust to help us realize our goal.” //

Construire une école alimentée à l’énergie solaire et assez solide pour résister aux tremblements de terre et aux ouragans représenterait un projet effrayant à réaliser n’importe où et par n’importe quelle norme. Mais Finn Church Aid était déterminée non seulement à bâtir une telle école á l’endroit même où le tremblement de terre avait sévèrement frappé Haïti il y a deux ans, mais également á contacter un entrepreneur local pour réaliser cette construction.

« Investir dans l’industrie locale est extrêmement important pour nous, » a expliqué Sari Kaipainen, Gestionnaire dans le domaine de la Reconstruction pour la  Finn Church Aid. « Il faut que ce soit des Haïtiens qui reconstruisent leur pays–c’est la seule façon de procéder. »

Afin de trouver un entrepreneur qualifié, Finn Church Aid a publié son appel d’offres pour la construction de l’école sur le site Web de Peace Dividend Marketplace-Haïti. PDM-H offre gratuitement des services d’Appel d’Offres. Finn Church Aid a ensuite sélectionné la compagnie haïtienne YCF Group SA — une société inscrite dans le répertoire des entreprises de PDM-Haïti — pour la construction de l’école appelée St. Mathieu qui est située à Léogane, la zone de l’épicentre même du tremblement de terre qui a saccagé Haïti.

Selon Kaipainen , « la compagnie YCF a été sélectionnée á travers un appel d’offres concurrentiel grâce á son aptitude à lire et à comprendre les documents complexes de projets et à communiquer efficacement avec l’architecte principal et le personnel de Finn Church Aid. »

Finn Church Aid s’est rendue compte que la YCF aurait á développer ses capacités dans certains éléments plus complexes et plus avant-gardistes du processus de construction, mais elle voulait que le projet servît aussi de mécanisme pour transférer de nouvelles compétences.

« Ce fut un projet ambitieux et beaucoup de techniques étaient nouvelles et non encore pratiquées en Haïti », a expliqué Kaipainen. « Mais nous avons pris la décision qu’au lieu de faire venir des travailleurs, nous fonctionnerions avec la YCF pour leur enseigner les nouvelles compétences. Nous voulions terminer le projet non seulement avec une nouvelle école, mais aussi avec un nouveau cadre de travailleurs équipés d’un nouvel ensemble de possibilités  aussi bien dans le domaine de l’architecture que dans celui de la construction».

YCF a achevé la construction de St. Mathieu, ainsi que l’école Saint-Joseph dans l’Embouchure, un autre projet de la Finn Church Aid, en septembre 2011. La compagnie a également été engagée pour construire deux autres écoles financées par la Finn Church Aid : L´Ecole les Abeilles Aspam á Leogane et Saint-Joseph d´Arimathee á Jasmin, Gressier. Dans leur ensemble, ces écoles pourront servir un effectif total de 1,285 étudiants.

La  Finn Church Aid emploierait-elle encore une compagnie haïtienne ? La réponse de Kaipainen vint sans hésitation : « Absolument! C’est justement la raison pour laquelle nous sommes ici–pour favoriser l’industrie locale et aussi l’aider en cas de besoin. Nous sommes ravis d’avoir pu avoir la Peace Dividend Trust pour nous aider à atteindre
notre objectif ».
