Job Summary:Under guidance from Director of Finance and Administration, and in close collaboration with the Country Director, the Finance and Administration Manager will manage daily operating functions of the work of Building Markets and its local partners in Türkiye, including administration, finance, human resources management, procurement, and logistics. This incumbent is primarily responsible for ensuring 360-degree compliance for the work of Building Markets and its partners within Türkiye, and ensuring on time reporting, record keeping, and management of all in-country finance related issues. To do this, the incumbent will ensure that all necessary systems, policies, and procedures are updated and aligned with organizational and donor policy, applied evenly, understood, and implemented in all locations and among all Building Markets partners and sub-grantees in Türkiye.

This is an outstanding opportunity for a finance/ accountancy professional with experience ideally gained through both nonprofit and corporate settings. Successful candidates will have a proven track record, experience managing local offices in Türkiye with through understanding of operational, HR, legal and accounting issues.

Responsibilities and Duties: 


  • Prepare monthly financial reports, ensuring all supporting documentation is in place,
  • Prepare payment and accounting lists,
  • Support DFA in Budget vs Actual and projection report preparation,
  • Support in-country procurement budgeting,
  • Responsible for preparing auditable internal documents in Finance, HR, and legal,
  • Manage procurement and payables functions from start to end,

Policies, Procedures, and Coordination:

  • Ensure functional operational support is in place in all sites to achieve results across project outcomes for Building Markets and its partners or sub-grantees,
  • Implement Building Markets’ operational policies at a national level in Türkiye,
  • Regular review of operational policy manuals of Building Markets Türkiye to ensure they are current and in line with host-country regulations and Building Markets’ policy. Reviews and recommended changes will be tracked changed and proposed to Building Markets Chief Operating Officer,
  • Responsible for enforcement of all financial, HR, and compliance policies among the Building Markets Türkiye team and its partner organizations in Türkiye,
  • Conduct monthly internal audit checks to ensure all systems, policies, and controls supporting program implementation are being adhered to,
  • Facilitate project operational planning, including recruitment and procurement, and be familiar with sub-grantee work plans, and with monitoring, evaluation, accountability, and the learning (MEAL) framework,
  • Lead and coordinate regular meetings with partner finance departments,
  • Anticipate, analyze and alert the DFA regarding all risks related to operational activities including programmatic, security, and financial through regular meetings and monthly internal reporting,


  • Manage in-country finance and administration team and participate in organizational-wide problem-solving and decision-making,
  • Train and induct staff on relevant policies. This includes onboarding new staff and regular (re)training sessions on updated policies, other changes, or general reviews,
  • Manage and supervise Country Office financial and HR teams including promoting accountability, providing clear direction, and regularly communicating expectations,
  • Support strong working relationship with the organization’s external accountant and external solicitor,

Administration and Human Resources:

  • Ensure all paperwork required for financial and HR transactions is documented and archived,
  • Ensure the recruitment process is efficient, transparent, and well managed in accordance with Building Markets’ policies and procedures,
  • Provide constructive feedback via annual performance reviews to and with staff under
  • As part of the performance review process, schedule quarterly meetings to review individual work plans with staff under the incumbent’s remit,
  • Review national staff salaries and benefits, taking into account local regulations and the taxation status of staff, and recommend adjustments when needed,
  • Serve as a focal point for an investigation into policy violations, and accusations of misconduct, and advise DFA,
  • Identify areas of staff expertise in finance and HR that require strengthening, and provide appropriate training, with a goal of contributing to staff retention,
  • Ensure necessary support for the functioning of the office is in place.


  • Serve as security focal point for the country program by coordinating with local partners and attending meetings and gathering relevant information,
  • With the DFA and local HR officer, verify that country logistics and security policies are appropriate, documented, disseminated, and required monitoring processes are regularly tested and effective (e.g. emergency call trees, security plans),
  • Support the DFA in troubleshooting specific security incidents,
  • Ensure staff and focal points from partner organizations are trained in basic security procedures considering also humanitarian principles,
  • Ensure all office spaces (Building Markets and local partners) are safe and secure


  • Serve as officer-in-charge for Country Director, providing representation duties when required,
  • Other tasks as needed and agreed with the supervisor

Essential Qualifications: 

  • Accounting certification or the equivalent, and proficiency in the Turkish market.
  • Using MS Office programs effectively
  • Advance level of Excel up to Vlookups and Pivot tables
  • Proven track record of running a United States Government grant
  • Understanstanding of audit requirement and experience in preparing audit documentation for Procurement and HR expenses
  • Fluency in Turkish and English (written and spoken);
  • No obstacles to travel within Türkiye
  • No military obligation for male candidates

Desired Qualifications: 

  • International CCAB qualification
  • Knowledge of Gdrive
  • Experience in managing non-profit budgets
  • Arabic language
