External consultant for strategic workshop facilitation

Dünya Doktorları Derneği (DDD) is a Turkish-based humanitarian non-governmental organization that provides health and mental health care services for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty and exclusion. DDD collaborates with partners and key stakeholders to implement projects that facilitate access to primary and secondary-level healthcare services to respond to the medical needs of the displaced population. DDD is the 16th member of the Doctors of the World-Médecins du Monde- International Network that is committed to meeting the health needs of vulnerable people globally.

DDD is looking for an external facilitator to lead a two (2) day strategic planning workshop with key health actors in Turkey. The facilitator will assist DDD’s team to identify the challenges and best practices in the provision of health care services to refugees in Turkey. The facilitator will lead the discussions between participants that will capture the key requirements for the implementation of a successful exit strategy while setting up realistic milestones. The facilitator will use these findings to draft an exit strategy paper that will support DDD Project implementation by capturing lessons learned, milestones and recommendations.

The overall objective of consultancy:

DDD is committed to build sustainable programming and over 2020 will gradually handover its MHPSS activities to the local and national health facilities. This transition process will be strengthened with on-going coordination and advocacy with governmental and non-governmental health actors.

The facilitator will manage a two (2) day workshop that will bring together key stakeholders in the health sector including, ECHO Health partners, MoH, MoFLSP, SIHHAT, municipalities, donors and other relevant stakeholders. This workshop will create a space for identifying challenges, best practices and strategies for an efficient and sustainable exit strategy that will ensure access to quality health services for migrants and refugees in Turkey.

The sessions will aim to achieve the following:

  • To create an inclusive and interactive dialogue between all actors so they actively commit and support the transition process;
  • To identify potential challenges and enabling factors that will contribute to ensure continuity of quality healthcare provision (mainly focused on MHPSS services) for migrants and refugees in Turkey;
  • To assess the current needs of the target populations and the current capacities/needs of health care service providers;
  • To share best practices in the provision of health care services in Turkey;
  • To capture the lessons learned, milestones and recommendations for an effective and sustainable health care transition between Civils Society Actors and Public Health Authorities;

Through interactive sessions, S\he will lead the participants on sharing their challenges, best practices and lessons learned as well as their priorities. S/he will support them in identifying common issues and relevant areas of collaboration to strengthen the transition strategy planning. Based on the outcomes of the workshop S\he will then gather the outcomes of the meetings and analyse the key findings.

Outputs and deliverable(s):

Based on the overall objective stated above, the consultant will have a mandate to:

  • Work closely with DDD Program team in defining MHPSS themes to be discussed for the workshop;
  • Workshop methodology should include interactive exercise to allow participating stakeholders to be able to share their vision and strategy regarding MHPSS transition while identifying areas for cooperation and coordination:
  • Assist and channel strategic discussion between participants on defining possible roadmap of MHPSS transition activities;
  • Report on the outcomes of the sessions and draft a strategic paper that captures challenges, best practices, synergies and areas of coordination within this MHPSS transition;
  • Minimum ten (10) pages report should be shared with the network no later than ten (10) days after the workshop.

Requirements of External Facilitator:

  • At least 5 year experience as Facilitator or similar role;
  • Knowledge of traditional and modern facilitation techniques;
  • Ability to complete full training cycle (assess needs, plan, develop, coordinate, monitor and evaluate);
  • Successful reporting skills and collaborative problem solving;
  • Familiar in transitions in complex program environments will be a plus;
  • Excellent communication and organizational skills;
  • Mandatory: Fluent in Turkish language, English language skills at advanced level (speaking and writing).

The budget should include one-day preparation-2-day workshop facilitation and 2 days for report writing as well as travel/accommodations cost.
